Roofing License California - Getting a Roofing License in The Golden State

One of the aspects of the American way of life that makes it great, but at times so tedious when it comes to building anything on your property, is regulatory constraints. Of course, most regulations are put in place to protect consumers, so we grit our teeth and accept them. In fact, there are so many regulations in our country that they can make a contractor’s head spin. According to USNews, it would take you about 23,000 hours to read all the regulatory restrictions— some of which govern the practices and products used in roof construction, repair, and installation.

California got its nickname, “The Golden State” from the Gold Rush, as did San Francisco’s NFL team… the “49ers,” which marks the year 1849 when the first prospectors arrived in the state. Since then, The Golden State has surely proven to be a land of riches thanks to its vibrant industries, from the entertainment capital of Hollywood to the tech capital in Silicon Valley. In fact, California is so well off it has the nation’s largest population as well as about 10% of all the detached single-family homes (a.k.a. houses) in the country — 8 million!

California Roofers Face "Regulation-mania"

California Roofing License requirements

Take a wild guess of which state has the most regulations. If you chose California, you’re (of course) right. But, the regulations on contractors, including roofing professionals in California, are on the books for good reason. Roofing isn’t just a building part with a purpose, it’s a vital structure that protects people and possessions inside of a home or commercial establishment. In California, everything from fires and earthquakes, and even the Santa Ana winds, pose threats to property owners and risk to insurance companies when it comes to keeping “the lid” on a home or building. California wants to make sure that contractors specializing in roofing are indeed specialists and not just ambitious hacks who may not know the proper procedures for building or installing roofs.

Roofing contractors operating in the State of California must hold a license if they intend to work on any roofing project valued at over $500 including labor and materials. That’s would be just about ANY roof project other than minor repairs. As in many other states, roofing contractors in California are classified as Class C Specialty Contractors and they need a license specific to their line of work. These licenses are issued by the Contractors State License Board of the California Dept. of Consumer Affairs.

C-39 for California Roofing Contractors. What Is It?

“A roofing contractor installs products and repairs surfaces that seal, waterproof and weatherproof structures. This work is performed to prevent water or its derivatives, compounds, or solids from penetrating such protection and gaining access to material or space beyond. In the course of this work, the contractor examines and/or prepares surfaces and uses the following material: asphalt, pitch, tar, felt, glass fabric, urethane foam, metal roofing systems, flax, shakes, shingles, roof tile, slate, or any other roofing, waterproofing, weatherproofing or membrane material(s) or a combination thereof.”

A California Roofing Contractors License Shows You’re “Legit”

Any contractor trying to operate without a license should be a clear “red flag” for property owners. Performing costly roof repairs and installations without a roofing license in California is a likely indicator that the contractor may provide a customer with inadequate paperwork, including contracts. They may also be negligent of required permits, and not forthcoming with warranties and insurance.
